In a significant move to safeguard the integrity of international education pathways, Kenya’s Commission for University Education (CUE) has publicly identified 20 student recruitment agencies operating illegally within the country. The announcement, made via a public notice on January 20, 2026, serves as a warning to students, parents, and educational institutions to exercise caution and diligence when engaging with third-party recruiters.
CUE is the primary regulatory body for university education in Kenya. Its functions include the licensing of student recruitment agencies in the country. CUE has intensified its oversight in response to a growing number of fraudulent activities linked to unlicensed agents. According to the commission, these agencies have been recruiting students for both local and international institutions without the required accreditation, operating outside the established legal framework and exposing students to significant financial and academic risks.
Prof. Mike Kuria, the CUE’s Chief Executive Officer, emphasized that the measure is designed to protect learners and restore integrity in the international education placement process. The government has reiterated that all student recruitment agencies must be duly registered, vetted, and licensed before they can legally operate. This crackdown follows numerous reports of students and parents losing substantial amounts of money to fraudulent schemes promising seamless admission to universities abroad, particularly in Europe, North America, and Asia.
The CUE list of illegal student recruitment agencies follows the earlier release in October 2025 of an official list of 107 licensed education agencies.
Modus Operandi of Illegal Recruiters
The CUE and media reports have highlighted a common pattern of exploitative by illegal education agents that includes:
- Guaranteed Admissions and Visas: Offering false assurances of university placement and visa success to lure unsuspecting applicants.
- Exorbitant Upfront Fees: Charging high “processing” or “service” fees with no guarantee of a legitimate outcome.
- Fake Offer Letters: Issuing counterfeit admission letters from supposed partner institutions to create a semblance of legitimacy.
- Partnerships with Unaccredited Institutions: Funneling students into unaccredited or substandard universities and colleges, where the qualifications are worthless.
- Aggressive and Misleading Marketing: Utilizing social media and other channels to make bold, unverifiable claims and attract a wide audience.
- Lack of Transparency: Operating from temporary offices, concealing licensing details, and often disappearing after receiving payments.

The agencies listed in CUE’s public notice are below. A high concentration of these entities is located in Eldoret, a major town in the Rift Valley, with others based in Nairobi and Nyeri.
