A recent media report in Hong Kong has detailed allegations that education agents operating in mainland China are offering fraudulent high-school credentials to students seeking entry into Hong Kong degree programmes.
According to the article, agents advertised packages that included fabricated overseas high-school diplomas and academic transcripts, which were presented to students as a pathway to bypass competitive admissions thresholds for Hong Kong universities. In some cases, the cost of these packages reportedly reached RMB 298,000 (approximately US$43,000).
The credentials were described as appearing to originate from international or overseas high schools. A specific qualification referenced in the reporting was the Ontario Secondary School Diploma (OSSD). Agents were alleged to have supplied fake Ontario high-school credentials, positioning applicants as having completed secondary education under the Canadian curriculum rather than within the mainland Chinese system.
